„International Rescuedog Organisation“ with Rescue Teams from 5 Nations in Haiti
Although the journey is problematically (the airport of Port au Prince is overstrained) Rescue Teams from five member organisations of the IRO „International Rescuedog Organisation“ have been sent out to Haiti.
These Search Teams come from Canada, Great Britain, Germany, Uruguay and South Korea.
Where exactly the teams are now working is yet unknown due to the constricted communication network.
Further search and rescue dog teams are on standby, but it is extremely difficult to get to Haiti. Many airplanes with rescue teams are waiting at several airports in southern USA and at various airports in the Caribbean. The small airport in Port au Prince is the “bottle neck” for all disaster relief teams. Arrivals are only possible during the day – the infrastructure is re-established bit by bit. Furthermore it takes time to unload the cargo machines. Afterwards the airplanes have to “park” at other airports, as the airport of Port au Prince is too small to handle all planes on the ground.
Dr. Wolfgang Zörner, President of the “International Rescuedog Organisation“: “We are of course permanently in contact with the operational organizers of the UN and through UN-statements we noticed that meanwhile further search and rescue dog teams are not requested anymore. The earthquake happened three days ago, so the chance for search dogs to find survivors is dramatically decreasing.”
As Dr. Zörner has heard from the disaster area, the primary task is meanwhile to ensure water supply and the supply of food and medicine.

Tourism rates for China have dropped 14% since last year, as the

But there's an ugly side for animals living in the Olympic host country, a side that you won't see in this week's nonstop coverage: the Chinese fur industry's horrific abuse of animals.
China is one of the world's largest suppliers of animal fur. More than 95 per cent of China's finished fur garments are exported for sale overseas, and much of the fur is sold in Europe.
Video footage from PETA Germany's undercover investigations on Chinese fur farms have revealed that dogs – including German shepherds and golden retrievers – and defenceless tabby and Siamese cats were strung up by their legs or tails and skinned alive. Their fur is often labelled as "Asian jackal," "rabbit" or "raccoon" fur and sold to unwitting consumers around the world.
If someone feels uncomfortable wearing the skin of a kitten or a puppy, he or she should certainly be uncomfortable wearing the skins of rabbits, raccoons and other animals.
As you know, there is absolutely no acceptable use of animal fur in our society: not for jackets, hats, boots, purses, glove linings, trinkets, cat toys, consumer vanity or corporate greed. Killing animals for their skin is repugnant, intolerable and cruel. Yet the slaughter of innocent animals continues.

Looking for stray dogs at a derelict shipyard in Olhão, Portugal, we passed a 5 metres-high pile of multicoloured wreckage like a wheel-house, a stern, benches, ripped canvas and a lot of panelling and timber. On this dump we identified three living dogs, so we stopped and got out of the car to feed them. At our presence, the colours and shape of the dump changed as it came alive and twenty abandoned dogs came down to meet us.
At that moment, we realized that we were looking at “live waste”.
As domestic animals tend to stay with their owners, how do they turn into strays? Why are they chosen and why are they dumped?
Puppies are bought as toys for children and discarded when they don’t react like toys: they bite when they are lifted by one ear, urinate, bark, collect fleas, get sick or simply grow “too large”. Pedigrees are bought and dumped on the wave of trends; watching the shelter population the huskies are clearly “out” in Portugal, where they should not have been in the first place because of their thick coat. As sterilisation is too expensive, or is a religious taboo, the subsequent litters are killed or dumped in waste bins.
Hunters keep one bitch for breeding, select one pup from the litter and dump the rest together with their other “dysfunctional” dogs. If the owner moves house, or if the animal becomes diseased, handicapped or old; these are seen as other reasons to abandon a pet.
Generally dogs are sterilised by responsible, caring owners. Abandoned dogs however, are not sterilised and breed new generations of strays. In all these causes of the stray phenomenon, we cannot find one reason to blame the dogs who were brought into being by humans in the first place.
Live waste is the sole product of ignorant and cruel human behaviour towards our own domestic animals. Then how is it possible that no political or social responsibility is taken for our singular human shortcomings? We note that our civilisation has perfectly organised the funding and processing of our household garbage. We also note with sadness that our live waste is our blind spot. There is no policy, let alone budget to repair the misery we inflict on our domestic companions.
Why are there always budgets to kill strays but none for their treatment and care? Why has the enforcement of animal protection legislation – if any – rock bottom priority? Why is the so-called animal welfare legislation based on pure human economic and public health interests, with total disregard for the welfare of the animals as such?

Sachverhalt: Tollwutausbruch in Antalya
Liebe Tierschutzkollegen,
die beiliegende Nachricht erhielten wir gestern von dem türkischen Tierschutzverteiler Veterinärärzte-Tierrechte Türkei.
Die u.a. Nachricht wurde von Frau Sevda Kirac, Zweigstelle THKD Antalya, sowie Tierheimleiterin Kepez in Antalya verfasst.
In der Stadt Antalya/Kepez wurde am 10.4.2007 ein Kind von einem Strassenhund gebissen, der Hund wurde in die Quarantäne des Tierheimes genommen.
Der Hund verstarb nach 11 Tagen.
Lt. Laborbefund starb der Hund an Tollwut.
Dieser Vorfall wurde unserem Tierschutzverein, welcher sich für die Strassenhunde einsetzt, verschwiegen.
Dadurch wurde das Leben der Tierheimangestellten, der Freiwilligen, der Veterinärbedinesteten, der Besucher, sowie der im Tierheim befindlichen 350 Hunde und 200 Katzen gefährdet.
Die Tiergesundheitskommission der Stadt hat die Wichtigkeit dieses Vorfalles unterschätzt.
Die Gemeinden, die die Umsetzung des Tierschutzgesetzes §5199, bis heute nicht umgesetzt haben,
haben unverzüglich nach diesem Vorfall mit der Unsetzung des Gesetzes § 3285 der Tiergesundheitsbehörde begonnen.
D.h. unverzüglich wurde in Antalya und Umgebung mit der Tötung der Tiere begonnen.
Dies betrifft sowohl Strassentiere, vermittelte Tiere, geimpfte als auch ungeimpfte Tiere.
Die diesbezügliche Pflichtvernachlässigung der Behörden hat in einer der wichtigsten Turistenzentren Antalya,
den Ausbruch dieser unzeitgemässen Krankheit veranlasst.
Hiermit beantragen wir rechtliche Schritte gegen die staatlichen Verantwortlichen, die ihre Pflich nicht nachgekommen sind, einzuleiten und unseren Verein gem. § 4982
zu informieren.

Bu durum neticesinde, bolgede bulunan tum sahipsiz hayvanlara yonelik CINAYETLERIN basladigi bilgisi alinmistir.
Kuduzun onlenmesi icin 3285 sayili kanun yonetmeliginin 89. maddesinde belirtilen mahalli idarelerin ve tum kurumlarin koordinasyonunu saglayarak ciddi bir asilatma calismasi baslatilmasi gerekirken bu yapilmamistir
Kuduza karsi onlem alinmasini HAYVAN KATLIAMI olarak goren ILKEL ve INSANLIK DISI zihniyetin degirmesi gerekmektedir.
Bir kopegin gun icinde 20-30 km surekli hareket halinde olmasi gercegine ragmen, hala daha kuduza karsi onlemi 10 km icindeki gariban hayvanlari oldurmek olarak goren Tarim İl Mudurlugu ve belediyeler, basta asilama olmak uzere gerekli tedbirleri almalari gerekirken, bu gorevlerini yerine getirmemislerdir.
Kamu kurumlari tarafindan gerekli koruma calismalarinin yerine getirilmemesi nedeniyle KUDUZ hastaliginin ortaya cikmis olmasi, bu gorevi hukum altina almis bulunan Hayvan Sagligi ve Zabitasi kanunundaki Madde 1, Maddi 17, Madde 30, Madde 36 ve bu kanunun yonetmeliginin Madde 1, Madde 44, Madde 89 ve Madde 91 de belirtilen hukumlerinin yerine getirilmesinde gorevlerini ihmal etmisler ve kamu gorevlerini geciktirmislerdir.
Tarim Il Mudurlugu ile Belediyelerin asli gorevi olan ve insan, toplum ve hayvan saglilgi ile uygun cevre kosullarinin saglanmasina dair en temel gorevlerini yerine getirmemisler, geciktirmisler ve ihmal etmislerdir.
Anilan gorevler basta Tarim Il Mudurlugunun gorevi oldugu gibi, 5393 sayili Belediye Kanunu uyarinca da belediylerin gorevidir.

Kepez Belediyesine bağlı Gündoğdu mahallesinde,10.04.2008 tarihinde bir köpeğin bir çocuğu ısırması ile karantinaya alınan köpeğin 11 gün sonra karantinada ölmesi ve yaptırılan labratuar sonucunda köpeğin KUDUZ ‘dan öldüğü belirtilmiştir.
Bu olay, birebir sokak hayvanları ile uğraşan Derneğimizden gizlenerek, köpek barınağında görevli işçilerimizin, veterinerimizin, barınağı ziyaret eden hayvan severlerin, gönüllü çalışan kişilerin ve şu anda barınakta bulunan 350 civarında köpek ile 200 civarında kedinin hayatı tehlikeye atılmıştır.
Hayvan sağlığı zabıtası komisyonu toplanıp, olay görüşülüp tartışılmadan, bir eylem planı hazırlanmadan, TARIM İl Müdürlüğünün yazdığı yazı elden dolaştırılarak imza altına alınmış olayın vehameti göz ardı edilmiştir.
5199 sayılı hayvanları Koruma KANUNU’nu uygulamakta direnen Belediyeler, 3285 sayılı hayvan zabıtası KANUNU’nu anında uygulamaya başlayarak Antalya ve civarındaki yerleşim merkezlerinde, sahipli, sahipsiz, aşılı, aşısız demeden bütün hayvanları İTLAF’a başlamışlardır.
Turizmin göz bebeği ANTALYA’da, KUDUZ gibi çağ dışı bir hastalığın çıkmış olması bu hastalıkla mücadele etmesi gereken kurumların görevlerini yapmamalarından kaynaklanmıştır.
Bu olayda, ihmali bulunan kamu görevlileri hakkında gereken yasal soruşturmanın tarafınızdan yapılarak 4982 sayılı KANUN gereği Derneğimize bilgi verilmesini saygıyla arz ederiz.

30 years Hell for dogs and cats schelter in Antwerp Belgium

For years and years, terrible things happen in the animal shelter in Kontich (Belgium). For decades, the animals living in Kontich and KMD Antwerp are NOT taken care of. One cannot understand that humans, that call themselves animal friends, do such things. For both cats and dogs, living in these shelters is hell on earth.
Animals that arrive at the shelters in reasonable health get sicker and sicker. Take for example Thor ( see pictures above) Luckily, there are volunteers that give the animals some hope in these terrible conditions. However, the volunteers are not supported because of the failing and shameful policy of the people responsible for the shelters. The animals are deprived of the necessary health care. They are hardly looked at and often die after a long and painful period of time. Sick animals only get sicker and do not get decent care. Sometimes, cats live in little cages in which they can barely turn around for 3 years.
The veterinarian is a shame for all organizations that try their best to give the animals a second chance. All protocols about the well-being of animals have been ignored for years.
At the moment, several complaints have been filed against the shelters and they are looked upon, so far without results. All the official organizations know about the problems and have concluded that the complaints are true. However, the animals are still there and still in the same miserable conditions. Many animals died unnecessary during these years of bureaucratic red tape. With this petition, we want to show our disgust and concern. This petition is meant to make sure that the appropriate actions are taken soon. The well being of the animals must be respected now. A shelter should be setting a good example.
It%u2019s 2008 and what is still toleraded in these shelters is unthinkable. Let us speak up for these animals and let us stand up for their rights without taking into account politics, neverending procedures and other excuses to allow this to continue any longer.
Animal friends! Let your hearts speak, sign his petition and together we%u2019ll try to make sure that this situation comes to an end. Do it for the animals! They need us, true animal friends.

After rescue-dog study in Dubai:
Rescue-dogs returned to Vienna safely
Those 20 rescue-dogs from all over Europe - from Germany, the
Netherlands, Croatia, Slovenia, Slovakia, Hungary and Austria– all
returned well at the airport Vienna again. They just went through a one
weeks’ testing-procedure carried out by a team of scientists as well as
veterinarians.
Dr. Wolfgang Zörner, president of the International Rescue-dog
organisation (IRO) was enthusiastic after the return: “Our expectations
have been outnumbered already after the first results. We now know that
we will have to reconsider the tactics for rescue-dog missions in the
future in areas with hot climate to better look after the dogs to ensure
efficient search.”
Even when these skilled dogs were searching for victims in the desert on
the first day, their blood heat rose far higher than ever imagined. So,
as Dr. Zörner pointed out, for future missions this means the dogs can
work on the work site no longer than 10 minutes and have to follow rest
periods more strictly. This also indicates, though, that more dogs have
to be flown into mission-areas – due to the longer rest periods – in
order to find missing victims quickly and efficiently.
The main work for the scientific team around Dr. Michaela Schneider of
the Ludwig-Maximilians-University in Munich only starts now. A couple of
thousand stored data and lab-examples (blood,-saliva and excremental
examples) have to be evaluated within the upcoming weeks and months. In
about 3 months first results should be published. The whole study should
be finished until the end of this year.
According to Dr. Schneider, mentally and physically well trained dogs
were able to adjust to the atmospheric change much quicker, also blood
temperature did not rise as fast and those dogs which were provided with
checking device around the clock also recovered quicker. For this
reason, dogs which will go into international mission in the future, do
not only have to physically be better trained but also mentally.
Despite of the extreme conditions – 40° C in the shade – no problems
occurred with the tested dogs. Dr. Schneider: “We counted on more
drop-outs so that we developed an emergency-stop-program in case a dog
would have extremely been overburdened, but luckily we did not have to
use it.”
The testing-event in Dubai was carried out with the support of the
IRO-member-organisation “Dubai Police”, who are just about to build up
their own rescue-dog units with Austrian help. They were invited to
complete a training-program in Austria.

Vorwarnung zu schließen.
Wie sie vielleicht aus eigener Erfahrung
wissen dürften, gibt man in südländischen
Staaten nicht sehr viel auf ein Streunerleben
und so hat man kurzerhand beschlossen, diese
rund 2000 Tiere einfach verhungern bzw.
verdursten zu lassen. So wird den paar
freiwilligen und angestellten Helfern, dem
zuständigen Tierarzt sowie den zwei
Leiterinnen Berrin Olcay und Yasemin Baban
seit Sonntag konsequent der Zugang zu den
Tieren verwehrt. Von Außen hört man nur noch
die Schreie und das Gewinsel in den einzelnen
Zwingern, wahrscheinlich verursacht durch
allmählich aufkommenden Kannibalismus unter
den Tieren. Die unzähligen Welpen, die sich
in den - von Seiten der Behörden versperrten
- Gebäuden befinden, dürften mittlerweile
sogar dem Hungertod erlegen sein.

/4^th part of a major scientific study – How long can rescue-dogs search
with high concentration under big heat? –Rescue-dog teams from Germany,
the Netherlands, Croatia, Slovenia, Slovakia, Hungary and Austria
participate in the test in Dubai/

This week, 20 rescue-dog teams, veterinarians, scientific staff as well
as representatives of the “International Rescue-dog Organisation” (IRO)
under the lead of its president, Dr. Wolfgang Zörner, flew from Vienna
to Dubai to complete the last part of a long-term study named “stress of
rescue-dogs in mission”.
The dogs are now being tested under hot desert climate under which some
of the missions – e.g. after earthquakes in Iran or Algeria – take
place. With a so called “Aktometer” the activity as well as exhaustion
of the dogs can be found out – also at night to see if and how they
sleep easefully. But also to receive results on the psychological stress
in combination with the merit of activity, the dogs have to wear
Polar-watches with chest straps to measure their heart-rate round the
clock. Beyond that saliva samples are being taken continuously with
cotton buds to diagnose the virtue of the stress-hormone Cortisol. For
the whole week also the blood-heat of the dogs is measured to receive
results on the physical impact under high outside-temperatures.
Furthermore to the scientific program blood-tests to monitor the state
of health of the dogs as well as the level of impact on the musculature
(analogue to the fitness-check of top athletes) are being done.

where the capacity limits of our dogs are so that we do not overburden
them on the one side but also to have them search efficiently in mission
to save human lives on the other side.”/

Dr. Michaela Schneider from the Ludwig-Maximilians-University of Munich
already presented the first three parts of this long-term study on the
occasion of the IRO International Rescue-dog Symposium 2007 in Salzburg.
At mission-exercises, which were held as close to reality as possible,
it turned out that dogs had already reached a blood heat of 39,5 degrees
Celsius – so already in fever-zone - after 20 minutes of search.
Measured at a combined alpine rubble-field and area-search with two
times twenty minutes at 17° Celsius outdoor temperature. Two dogs, which
were more than 8 years old, already refused further work within the
second search-run.
Differently at the „much colder“ avalanche-search: Running in the snow
and heat loss during rest periods proved to be limited factors
concerning blood heat.
In the second survey, the impact of altitude and area-structure on
rescue-dogs was studied on alpine grounds. Therein, a detectable impact
on the cardiovascular system above an altitude of 1.600m, especially on
dogs older than 8 years, appeared.
The result of this study shows, that older dogs at missions in high
altitude (2.600 m) should only search for 40 minutes at the maximum,
otherwise there will be the danger of excessive demand.
In the third survey, mission-ready rescue-dogs had to undergo a three
days rubble-search on catastrophe exercise-area in order to gather
results on the physical and mental effect during continuous search.
First results showed a clear surplus load on the dogs from the end of
the second day of the survey as well as a sinking efficiency in search
on the third day.

European Convention for Animals Rights

A member of the European Parliament, Mr. Alain Hutchinson, is committed to cooperate with animal welfare and to get a "European Convention Protecting Pets and Stray Animals" passed as soon as possible.
He needs 1 million signatures in order to present the project to the Parliament. That means we need to get hard at work and collect those signatures.
The preamble of the proposed European Constitution states that "The Union plans to advance towards progress and civilisation". Respect for animal life is a hindrance neither to progress nor economic and social development. A Union that wishes to be coherent and to advance on the road of civilization is under every obligation to deal with the issue of animal welfare and to ensure that it is dealt with properly by all of its Member States. An ever progressing Union must respect life in all of its forms and do everything in its power to put a stop to the massacres currently being perpetrated on animals.
It should also take the initiative to use its legal competence to vote in a European directive on the subject or at least a framework law on animal protection. The images of cruelty with which we are constantly confronted are shocking and only serve to damage the image of the countries concerned.
Contents of the Framework Law
Severely punish those who publicly abandon an animal;
Animals should be identified upon purchase by their owner with an electronic chip as the law foresees across Europe as of 2007;
Severely punish all mistreatment of animals in accordance with a future law to be applied throughout the European Union; and
Establish a policy of birth control, i.e. draw up a budget with the aim of:
Organizing and funding a Europe-wide trap, neuter, release and vaccination program for millions of stray animals in Europe;
Constructing shelters that conform to the norms in place within the EU;
Subsidizing these shelters to ensure that the animals are comfortably housed, fed and treated in time; and
Financing the post of a shelter director for each shelter and ensure that his role is carried out to a minimum Europe wide standard.

„International Rescuedog Organisation“ with Rescue Teams from 5 Nations in Haiti
Although the journey is problematically (the airport of Port au Prince is overstrained) Rescue Teams from five member organisations of the IRO „International Rescuedog Organisation“ have been sent out to Haiti.
These Search Teams come from Canada, Great Britain, Germany, Uruguay and South Korea.
Where exactly the teams are now working is yet unknown due to the constricted communication network.
Further search and rescue dog teams are on standby, but it is extremely difficult to get to Haiti. Many airplanes with rescue teams are waiting at several airports in southern USA and at various airports in the Caribbean. The small airport in Port au Prince is the “bottle neck” for all disaster relief teams. Arrivals are only possible during the day – the infrastructure is re-established bit by bit. Furthermore it takes time to unload the cargo machines. Afterwards the airplanes have to “park” at other airports, as the airport of Port au Prince is too small to handle all planes on the ground.
Dr. Wolfgang Zörner, President of the “International Rescuedog Organisation“: “We are of course permanently in contact with the operational organizers of the UN and through UN-statements we noticed that meanwhile further search and rescue dog teams are not requested anymore. The earthquake happened three days ago, so the chance for search dogs to find survivors is dramatically decreasing.”
As Dr. Zörner has heard from the disaster area, the primary task is meanwhile to ensure water supply and the supply of food and medicine.

"Tourism chiefs blame the negative publicity caused by the snow storms in

There's a lot to celebrate about the Summer Olympics in China: The many nations of the world put politics aside and come together in peace so that the greatest human athletes on Earth can compete.
But there's an ugly side for animals living in the Olympic host country, a side that you won't see in this week's nonstop coverage: the Chinese fur industry's horrific abuse of animals.
China is one of the world's largest suppliers of animal fur. More than 95 per cent of China's finished fur garments are exported for sale overseas, and much of the fur is sold in Europe.
Video footage from PETA Germany's undercover investigations on Chinese fur farms have revealed that dogs – including German shepherds and golden retrievers – and defenceless tabby and Siamese cats were strung up by their legs or tails and skinned alive. Their fur is often labelled as "Asian jackal," "rabbit" or "raccoon" fur and sold to unwitting consumers around the world.
If someone feels uncomfortable wearing the skin of a kitten or a puppy, he or she should certainly be uncomfortable wearing the skins of rabbits, raccoons and other animals.
As you know, there is absolutely no acceptable use of animal fur in our society: not for jackets, hats, boots, purses, glove linings, trinkets, cat toys, consumer vanity or corporate greed. Killing animals for their skin is repugnant, intolerable and cruel. Yet the slaughter of innocent animals continues.

Looking for stray dogs at a derelict shipyard in Olhão, Portugal, we passed a 5 metres-high pile of multicoloured wreckage like a wheel-house, a stern, benches, ripped canvas and a lot of panelling and timber. On this dump we identified three living dogs, so we stopped and got out of the car to feed them. At our presence, the colours and shape of the dump changed as it came alive and twenty abandoned dogs came down to meet us.
At that moment, we realized that we were looking at “live waste”.
As domestic animals tend to stay with their owners, how do they turn into strays? Why are they chosen and why are they dumped?
Puppies are bought as toys for children and discarded when they don’t react like toys: they bite when they are lifted by one ear, urinate, bark, collect fleas, get sick or simply grow “too large”. Pedigrees are bought and dumped on the wave of trends; watching the shelter population the huskies are clearly “out” in Portugal, where they should not have been in the first place because of their thick coat. As sterilisation is too expensive, or is a religious taboo, the subsequent litters are killed or dumped in waste bins.
Hunters keep one bitch for breeding, select one pup from the litter and dump the rest together with their other “dysfunctional” dogs. If the owner moves house, or if the animal becomes diseased, handicapped or old; these are seen as other reasons to abandon a pet.
Generally dogs are sterilised by responsible, caring owners. Abandoned dogs however, are not sterilised and breed new generations of strays. In all these causes of the stray phenomenon, we cannot find one reason to blame the dogs who were brought into being by humans in the first place.
Live waste is the sole product of ignorant and cruel human behaviour towards our own domestic animals. Then how is it possible that no political or social responsibility is taken for our singular human shortcomings? We note that our civilisation has perfectly organised the funding and processing of our household garbage. We also note with sadness that our live waste is our blind spot. There is no policy, let alone budget to repair the misery we inflict on our domestic companions.
Why are there always budgets to kill strays but none for their treatment and care? Why has the enforcement of animal protection legislation – if any – rock bottom priority? Why is the so-called animal welfare legislation based on pure human economic and public health interests, with total disregard for the welfare of the animals as such?
There is a time to think and a time to act!

Sachverhalt: Tollwutausbruch in Antalya
Liebe Tierschutzkollegen,
die beiliegende Nachricht erhielten wir gestern von dem türkischen Tierschutzverteiler Veterinärärzte-Tierrechte Türkei.
Die u.a. Nachricht wurde von Frau Sevda Kirac, Zweigstelle THKD Antalya, sowie Tierheimleiterin Kepez in Antalya verfasst.
In der Stadt Antalya/Kepez wurde am 10.4.2007 ein Kind von einem Strassenhund gebissen, der Hund wurde in die Quarantäne des Tierheimes genommen.
Der Hund verstarb nach 11 Tagen.
Lt. Laborbefund starb der Hund an Tollwut.
Dieser Vorfall wurde unserem Tierschutzverein, welcher sich für die Strassenhunde einsetzt, verschwiegen.
Dadurch wurde das Leben der Tierheimangestellten, der Freiwilligen, der Veterinärbedinesteten, der Besucher, sowie der im Tierheim befindlichen 350 Hunde und 200 Katzen gefährdet.
Die Tiergesundheitskommission der Stadt hat die Wichtigkeit dieses Vorfalles unterschätzt.
Die Gemeinden, die die Umsetzung des Tierschutzgesetzes §5199, bis heute nicht umgesetzt haben,
haben unverzüglich nach diesem Vorfall mit der Unsetzung des Gesetzes § 3285 der Tiergesundheitsbehörde begonnen.
D.h. unverzüglich wurde in Antalya und Umgebung mit der Tötung der Tiere begonnen.
Dies betrifft sowohl Strassentiere, vermittelte Tiere, geimpfte als auch ungeimpfte Tiere.
Die diesbezügliche Pflichtvernachlässigung der Behörden hat in einer der wichtigsten Turistenzentren Antalya,
den Ausbruch dieser unzeitgemässen Krankheit veranlasst.
Hiermit beantragen wir rechtliche Schritte gegen die staatlichen Verantwortlichen, die ihre Pflich nicht nachgekommen sind, einzuleiten und unseren Verein gem. § 4982
zu informieren.

Kuduza karsi onlem alinmasini HAYVAN KATLIAMI olarak goren ILKEL ve INSANLIK DISI zihniyetin degirmesi gerekmektedir.
Bir kopegin gun icinde 20-30 km surekli hareket halinde olmasi gercegine ragmen, hala daha kuduza karsi onlemi 10 km icindeki gariban hayvanlari oldurmek olarak goren Tarim İl Mudurlugu ve belediyeler, basta asilama olmak uzere gerekli tedbirleri almalari gerekirken, bu gorevlerini yerine getirmemislerdir.
Kamu kurumlari tarafindan gerekli koruma calismalarinin yerine getirilmemesi nedeniyle KUDUZ hastaliginin ortaya cikmis olmasi, bu gorevi hukum altina almis bulunan Hayvan Sagligi ve Zabitasi kanunundaki Madde 1, Maddi 17, Madde 30, Madde 36 ve bu kanunun yonetmeliginin Madde 1, Madde 44, Madde 89 ve Madde 91 de belirtilen hukumlerinin yerine getirilmesinde gorevlerini ihmal etmisler ve kamu gorevlerini geciktirmislerdir.
Tarim Il Mudurlugu ile Belediyelerin asli gorevi olan ve insan, toplum ve hayvan saglilgi ile uygun cevre kosullarinin saglanmasina dair en temel gorevlerini yerine getirmemisler, geciktirmisler ve ihmal etmislerdir.
Anilan gorevler basta Tarim Il Mudurlugunun gorevi oldugu gibi, 5393 sayili Belediye Kanunu uyarinca da belediylerin gorevidir.

Kepez Belediyesine bağlı Gündoğdu mahallesinde,10.04.2008 tarihinde bir köpeğin bir çocuğu ısırması ile karantinaya alınan köpeğin 11 gün sonra karantinada ölmesi ve yaptırılan labratuar sonucunda köpeğin KUDUZ ‘dan öldüğü belirtilmiştir.
Bu olay, birebir sokak hayvanları ile uğraşan Derneğimizden gizlenerek, köpek barınağında görevli işçilerimizin, veterinerimizin, barınağı ziyaret eden hayvan severlerin, gönüllü çalışan kişilerin ve şu anda barınakta bulunan 350 civarında köpek ile 200 civarında kedinin hayatı tehlikeye atılmıştır.
Hayvan sağlığı zabıtası komisyonu toplanıp, olay görüşülüp tartışılmadan, bir eylem planı hazırlanmadan, TARIM İl Müdürlüğünün yazdığı yazı elden dolaştırılarak imza altına alınmış olayın vehameti göz ardı edilmiştir.
5199 sayılı hayvanları Koruma KANUNU’nu uygulamakta direnen Belediyeler, 3285 sayılı hayvan zabıtası KANUNU’nu anında uygulamaya başlayarak Antalya ve civarındaki yerleşim merkezlerinde, sahipli, sahipsiz, aşılı, aşısız demeden bütün hayvanları İTLAF’a başlamışlardır.
Turizmin göz bebeği ANTALYA’da, KUDUZ gibi çağ dışı bir hastalığın çıkmış olması bu hastalıkla mücadele etmesi gereken kurumların görevlerini yapmamalarından kaynaklanmıştır.
Bu olayda, ihmali bulunan kamu görevlileri hakkında gereken yasal soruşturmanın tarafınızdan yapılarak 4982 sayılı KANUN gereği Derneğimize bilgi verilmesini saygıyla arz ederiz.

For years and years, terrible things happen in the animal shelter in Kontich (Belgium). For decades, the animals living in Kontich and KMD Antwerp are NOT taken care of. One cannot understand that humans, that call themselves animal friends, do such things. For both cats and dogs, living in these shelters is hell on earth.
Animals that arrive at the shelters in reasonable health get sicker and sicker. Take for example Thor ( see pictures above) Luckily, there are volunteers that give the animals some hope in these terrible conditions. However, the volunteers are not supported because of the failing and shameful policy of the people responsible for the shelters. The animals are deprived of the necessary health care. They are hardly looked at and often die after a long and painful period of time. Sick animals only get sicker and do not get decent care. Sometimes, cats live in little cages in which they can barely turn around for 3 years.
The veterinarian is a shame for all organizations that try their best to give the animals a second chance. All protocols about the well-being of animals have been ignored for years.
At the moment, several complaints have been filed against the shelters and they are looked upon, so far without results. All the official organizations know about the problems and have concluded that the complaints are true. However, the animals are still there and still in the same miserable conditions. Many animals died unnecessary during these years of bureaucratic red tape. With this petition, we want to show our disgust and concern. This petition is meant to make sure that the appropriate actions are taken soon. The well being of the animals must be respected now. A shelter should be setting a good example.
It%u2019s 2008 and what is still toleraded in these shelters is unthinkable. Let us speak up for these animals and let us stand up for their rights without taking into account politics, neverending procedures and other excuses to allow this to continue any longer.
Animal friends! Let your hearts speak, sign his petition and together we%u2019ll try to make sure that this situation comes to an end. Do it for the animals! They need us, true animal friends.

After rescue-dog study in Dubai:
Rescue-dogs returned to Vienna safely
Those 20 rescue-dogs from all over Europe - from Germany, the
Netherlands, Croatia, Slovenia, Slovakia, Hungary and Austria– all
returned well at the airport Vienna again. They just went through a one
weeks’ testing-procedure carried out by a team of scientists as well as
veterinarians.
Dr. Wolfgang Zörner, president of the International Rescue-dog
organisation (IRO) was enthusiastic after the return: “Our expectations
have been outnumbered already after the first results. We now know that
we will have to reconsider the tactics for rescue-dog missions in the
future in areas with hot climate to better look after the dogs to ensure
efficient search.”
Even when these skilled dogs were searching for victims in the desert on
the first day, their blood heat rose far higher than ever imagined. So,
as Dr. Zörner pointed out, for future missions this means the dogs can
work on the work site no longer than 10 minutes and have to follow rest
periods more strictly. This also indicates, though, that more dogs have
to be flown into mission-areas – due to the longer rest periods – in
order to find missing victims quickly and efficiently.
The main work for the scientific team around Dr. Michaela Schneider of
the Ludwig-Maximilians-University in Munich only starts now. A couple of
thousand stored data and lab-examples (blood,-saliva and excremental
examples) have to be evaluated within the upcoming weeks and months. In
about 3 months first results should be published. The whole study should
be finished until the end of this year.
According to Dr. Schneider, mentally and physically well trained dogs
were able to adjust to the atmospheric change much quicker, also blood
temperature did not rise as fast and those dogs which were provided with
checking device around the clock also recovered quicker. For this
reason, dogs which will go into international mission in the future, do
not only have to physically be better trained but also mentally.
Despite of the extreme conditions – 40° C in the shade – no problems
occurred with the tested dogs. Dr. Schneider: “We counted on more
drop-outs so that we developed an emergency-stop-program in case a dog
would have extremely been overburdened, but luckily we did not have to
use it.”
The testing-event in Dubai was carried out with the support of the
IRO-member-organisation “Dubai Police”, who are just about to build up
their own rescue-dog units with Austrian help. They were invited to
complete a training-program in Austria.

Mein Name ist Özlem Kurtoglu und ich ersuche
Sie wegen einer sehr dringenden Sache.
Unlängst haben türkische Behörden in Istanbul
beschlossen, das Vorzeigetierheim in Istanbul
(Tierheim Beykoz), mit insgesamt 2000 Hunden,
aus unersichtlichen Gründen und ohne
Vorwarnung zu schließen.
Wie sie vielleicht aus eigener Erfahrung
wissen dürften, gibt man in südländischen
Staaten nicht sehr viel auf ein Streunerleben
und so hat man kurzerhand beschlossen, diese
rund 2000 Tiere einfach verhungern bzw.
verdursten zu lassen. So wird den paar
freiwilligen und angestellten Helfern, dem
zuständigen Tierarzt sowie den zwei
Leiterinnen Berrin Olcay und Yasemin Baban
seit Sonntag konsequent der Zugang zu den
Tieren verwehrt. Von Außen hört man nur noch
die Schreie und das Gewinsel in den einzelnen
Zwingern, wahrscheinlich verursacht durch
allmählich aufkommenden Kannibalismus unter
den Tieren. Die unzähligen Welpen, die sich
in den - von Seiten der Behörden versperrten
- Gebäuden befinden, dürften mittlerweile
sogar dem Hungertod erlegen sein.

20 rescue-dogs flew to Dubai for stress-testing
/4^th part of a major scientific study – How long can rescue-dogs search
with high concentration under big heat? –Rescue-dog teams from Germany,
the Netherlands, Croatia, Slovenia, Slovakia, Hungary and Austria

This week, 20 rescue-dog teams, veterinarians, scientific staff as well
as representatives of the “International Rescue-dog Organisation” (IRO)
under the lead of its president, Dr. Wolfgang Zörner, flew from Vienna
to Dubai to complete the last part of a long-term study named “stress of
rescue-dogs in mission”.
The dogs are now being tested under hot desert climate under which some
of the missions – e.g. after earthquakes in Iran or Algeria – take
place. With a so called “Aktometer” the activity as well as exhaustion
of the dogs can be found out – also at night to see if and how they
sleep easefully. But also to receive results on the psychological stress
in combination with the merit of activity, the dogs have to wear
Polar-watches with chest straps to measure their heart-rate round the
clock. Beyond that saliva samples are being taken continuously with
cotton buds to diagnose the virtue of the stress-hormone Cortisol. For
the whole week also the blood-heat of the dogs is measured to receive
results on the physical impact under high outside-temperatures.
Furthermore to the scientific program blood-tests to monitor the state
of health of the dogs as well as the level of impact on the musculature
(analogue to the fitness-check of top athletes) are being done.

them on the one side but also to have them search efficiently in mission
to save human lives on the other side.”/

Dr. Michaela Schneider from the Ludwig-Maximilians-University of Munich
already presented the first three parts of this long-term study on the
occasion of the IRO International Rescue-dog Symposium 2007 in Salzburg.
At mission-exercises, which were held as close to reality as possible,
it turned out that dogs had already reached a blood heat of 39,5 degrees
Celsius – so already in fever-zone - after 20 minutes of search.
Measured at a combined alpine rubble-field and area-search with two
times twenty minutes at 17° Celsius outdoor temperature. Two dogs, which
were more than 8 years old, already refused further work within the
second search-run.
Differently at the „much colder“ avalanche-search: Running in the snow
and heat loss during rest periods proved to be limited factors
concerning blood heat.
In the second survey, the impact of altitude and area-structure on
rescue-dogs was studied on alpine grounds. Therein, a detectable impact
on the cardiovascular system above an altitude of 1.600m, especially on
dogs older than 8 years, appeared.
The result of this study shows, that older dogs at missions in high
altitude (2.600 m) should only search for 40 minutes at the maximum,
otherwise there will be the danger of excessive demand.
In the third survey, mission-ready rescue-dogs had to undergo a three
days rubble-search on catastrophe exercise-area in order to gather
results on the physical and mental effect during continuous search.
First results showed a clear surplus load on the dogs from the end of
the second day of the survey as well as a sinking efficiency in search
on the third day.

European Convention for Animals Rights

A member of the European Parliament, Mr. Alain Hutchinson, is committed to cooperate with animal welfare and to get a "European Convention Protecting Pets and Stray Animals" passed as soon as possible.
He needs 1 million signatures in order to present the project to the Parliament. That means we need to get hard at work and collect those signatures.
The preamble of the proposed European Constitution states that "The Union plans to advance towards progress and civilisation". Respect for animal life is a hindrance neither to progress nor economic and social development. A Union that wishes to be coherent and to advance on the road of civilization is under every obligation to deal with the issue of animal welfare and to ensure that it is dealt with properly by all of its Member States. An ever progressing Union must respect life in all of its forms and do everything in its power to put a stop to the massacres currently being perpetrated on animals.
It should also take the initiative to use its legal competence to vote in a European directive on the subject or at least a framework law on animal protection. The images of cruelty with which we are constantly confronted are shocking and only serve to damage the image of the countries concerned.
Contents of the Framework Law
Severely punish those who publicly abandon an animal;
Animals should be identified upon purchase by their owner with an electronic chip as the law foresees across Europe as of 2007;
Severely punish all mistreatment of animals in accordance with a future law to be applied throughout the European Union; and
Establish a policy of birth control, i.e. draw up a budget with the aim of:
Organizing and funding a Europe-wide trap, neuter, release and vaccination program for millions of stray animals in Europe;
Constructing shelters that conform to the norms in place within the EU;
Subsidizing these shelters to ensure that the animals are comfortably housed, fed and treated in time; and
Financing the post of a shelter director for each shelter and ensure that his role is carried out to a minimum Europe wide standard.
